About the Position and Department
This position in the Operations Department reports to the Utility Maintenance Supervisor, leads, guides and participates fully in the work of an assigned crew engaged in the construction and maintenance of water distribution, wastewater collection, reclamation and related facilities. This position is a member of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.
The Operations Department is responsible for Potable and Recycled Water Systems Operations, Construction Maintenance, Sewer Collection and Treatment Plant Operations. The Operations Department has a staff of approximately 57 employees.

Examples of Duties
Essential Functions:
- Participates in planning, implementing, coordinating, and documenting the activities and programs of the section.
- Acts as the supervisor's direct representative at the job site.
- Leads, guides, coordinates, inspects and participates in performing work in the construction, maintenance, and repair of water mains, collection system, services, laterals, hydrants, valves, meters, and related appurtenances.
- Coordinates and assigns the daily work activities for the utility crew and monitors progress.
- Provides technical supervision over less experienced personnel.
- Instructs and trains personnel engaged in pipeline and facility installation and maintenance work.
- Ensures that established policies, procedures and safety practices are observed.
- Creates work orders/requests and tracks work in the Utility section
- Assists in budget preparation and monitoring.
- Estimates quantities and ensures materials and equipment are available at the job site.
- Performs, if needed, the duties of all levels of a Utility Worker.
- Responds to emergencies as required.
- Responds/Reports to on-call requests within one (1) hour.
- Shares in rotational on-call/stand-by duties.
- Determines and is responsible for traffic control needed at a job site.
- Operates District vehicle as required in performance of assigned job.
- Receives daily and short-range work assignments. Evaluates equipment, material and labor requirements, and determines appropriate methods to complete the assignment and lays out work for crews.

Requirements
Required Licenses and/or Certifications
- A valid California Class A Driver's License and required endorsements is required within three (3) months of employment.
- Certification in Collection System Maintenance issued by the California Water Environment Association (CWEA) Grade 1 desired.
- Water Distribution Operator D-2 Certificate issued by California State Water Resources Control Board desired.
Minimum Experience, Education, and Training Requirements
Experience:
Five (5) years of experience performing water, wastewater, and water reclamation construction and maintenance work.
Education:
High school diploma or G.E.D.
This position will be subject to random drug testing during employment.
This is an hourly, non-exempt position.
